Aligned most elements to a typographic grid. Increased base font-size to 1em (16px, from 14px). Thinned the thick borders down a bit. General typographic improvements. Documentation pages benefit heavily from the changes.

Many typography improvements. I tried to be pretty thorough to make sure it didn't break anything. The only area that seems negatively affected is the mega menu dropdown, but that needs more work done on it anyway.
...
Also included the elephpants in the footer on the manual pages.

Halfed the scroll time for TOC comments. It caused a stutter in the scroll on many pages. The faster scroll seems to eliminate the problem.
