James Gingerich e74fc0cf45 * Added another table to allow multiple comments to be attached to a bug. 
* Fixed the user-edit and developer-edit forms to use the new comments table.
* Removed the code that handled deleting bugs (hasn't been accessible for eons, so no loss).

Rasmus Lerdorf 3ceeec2b06 Colin? There is nothing wrong with the online manual. 
And Jim?  The cvs user database is on this machine.  I don't
understand either of these issues.  I don't see anything wrong in
either case.
