+PHP RFC Experiment

+Experiment to move RFC discussions to GitHub. A pull request with the proposal is submitted against
+this repository and then merged if the RFC is accepted. Among other things, this allows inline
+comments on RFCs.
+
+This is just a one-off experiment for now, we'll have to discuss whether we want to move the RFC
+process towards this separately. This repository may be abandoned. Please don't submit PRs for now.
