Simplify Pgrab and proc library Autoconf check (#13488)

For Solaris/illumos systems, in this case, the check can be done using
AC_SEARCH_LIBS, which avoids defining redundant symbols like HAVE_PGRAB
and HAVE_LIBPROC.
