If we are at mirrors, country codes are much more

important for us, than who is mirroring. Colin
suggested, that we may use only the country code
in that list, but I am not sure, it would be good
for others too.

need to use dom-compliant left/top instead of pixelLeft/pixelTop. works with mozilla now. also tested against ie5/win2k, but no other versions of ie. i'm sure there will be screaming if it broke.

Changes to make annotations work on mirrors, by storing the comments in
...
manual/usernotes. Just open
http://your-mirror/get-user-notes.php
then
chmod -w /MIRROR/manual/usernotes
to stop someone else doing it again (generates ~2Mb of traffic to php.net)
