fix ie tableless issues (hopefully) patch by Jakub Vrana:
...
1. Don't float .manualnavbar at right.
2. Swap the order of .prev and .next, and .langchooser and .langupdated
and don't float .prev and .langchooser at left.
3. Don't clear .manualnavbar HR.

first make the nbsps spaces, and then convert two spaces after each other to one nbsp and a space this will hopefully fix the layout issue of http://us3.php.net/manual/en/faq.html.php without introducing new problems
