Migrate all the remaining release announcements (except 4.1.0fr)

to the new WS layout, and the new header and footer functions.
Hopefully the PHP 4.3.3. annoucement will be presented in this
new format by default (caused by copy-pasting ;)

XHTML fixes: <p> cannot contain <ul> and <pre>,

<ul> needs to have an <li>, <select> has no
width="" param, etc.
