Reimplemented logo opacity in CSS instead of changing the image; it is easier to change CSS than the image.

Aligned most elements to a typographic grid. Increased base font-size to 1em (16px, from 14px). Thinned the thick borders down a bit. General typographic improvements. Documentation pages benefit heavily from the changes.

This commit introduces two main visual changes:
1. The purples have been changed to the colours that
we already use on the current php.net.
2. Link colour changed from green to blue.
