295ba59d03 * database changes: added "deps" and "notes" tables for dependencies and 
different kinds of notes
* stopped using data.sql in favor of a PHP script to load initial data
  (need this so we can use PEAR DB sequences)
* using numeric id primary keys for "packages" and "releases"
* changed "maintains.role" type to ENUM
