When a HT iterator is one past the end and we rehash, we need to make sure that it is move to the new one past the end position, to make sure that newly inserted elements are picked up.
This is an extension that aims to implement some efficient data access interfaces and classes. You'll find the classes documented using php code in the file spl.php or in the corresponding .inc file in the examples subdirectory.
