talyz a230717fbb mysqlnd: Remove unnecessary check for HAVE_ZLIB 
If MYSQLND_COMPRESSION_WANTED is set, we already guarantee that
zlib is linked, but don't necessarily set HAVE_ZLIB.

Closes GH-5658.
