Gina Peter Banyard 09791ed1d1 ext/pdo: Convert database_object_handle zval to zend_object* (#17629) 
This saves 8 bytes on the PDO statement struct.

We change the PGSQL PDO driver API to take a zend_object* instead of a zval* at the same time.
