Edin Kadribasic f5790b0a7c Modified the build system to make certain extensions (pcntl, ncurses,

pcntl) only with cgi/cli sapi's. This was done by adding 3rd optional
parameter to PHP_EXTENSION macro which should be set to "cli" if
the extension only makes sense for that class of api's.

Process Control Module for PHP (pcntl)

This module will attempt to implement all features related to process spawning and
control (fork(), waitpid(), signal(), WIF's, etc). This is extremly experimental, 
with hope to become stable on most UNIX's. I greatly apreciate any feedback, fixes, 
and or suggestions on how to improve/better implement
this functionality.
