Peter Kokot b3bdc23656 Remove unused Makefile variables FIBER_ASSEMBLER and FIBER_ASM_ARCH ...

In Windows build system these were replaced with common PHP_ASSEMBLER
and FIBER_ASM_ABI when adjusting for the arm64.
