Peter Kokot eb9ad31b48 [ci skip] Rename libbcmath license file to LICENSE
- More common filename accross the PHP repository
- Additionally, this patch replaces some legacy form feed (FF or ^L)
  characters (for printers) to LF (\n) newline character.
