- Added support for abbreviation and offset based timezone specifiers for
DateTime::getOffset() and DateTime::getName().
- Fixed bug #43527 (DateTime created from a timestamp reports environment
timezone).
- Fixed bug #42190 (Constructing DateTime with TimeZone Indicator invalidates
DateTimeZone).
