Gabriel Caruso ded3d984c6 Use EXPECT instead of EXPECTF when possible 
EXPECTF logic in run-tests.php is considerable, so let's avoid it.

Added support for ASN.1 UTCTime without seconds part (being 11 characters
long instead of 13).

Additionally, fixed incorrect handling of DST on systems without gmtoff.
