The hash is used to check whether the arginfo file needs to be
regenerated. PHP-Parser will only be downloaded if this is actually
necessary.
This ensures that release artifacts will never try to regenerate
stubs and thus fetch PHP-Parser, as long as you do not modify any
files.

`atol()` returns a `long` which is not the same as `zend_long` on
LLP64; we use `ZEND_ATOL()` instead.
There is no need for a new test case, since filesize_large.phpt already
tests for that behavior; unfortunately, the FTP test suite relies on
`pcntl_fork()` and therefore cannot be run on Windows.
Closes GH-5353. From now on, PHP will have reflection information
about default values of parameters of internal functions.

Remove the check of PHP_OPENSSL inside SETUP_OPENSSL. It's the
responsibility of the caller to determine whether they want to
enable openssl or not. This makes SSL detection in IMAP work,
which uses a different option.
Additionally also clarify that --with-openssl-dir cannot actually
be used to specify an OpenSSL directory -- these options just
serve as a way to enable OpenSSL in extensions without also
enabling the OpenSSL extension. They need to be renamed to
something clearer in master.

Normalization include:
- Use dnl for everything that can be ommitted when configure is built in
favor of the shell comment character # which is visible in the output.
- Line length normalized to 80 columns
- Dots for most of the one line sentences
- Macro definitions include similar pattern header comments now
If the root directory was missing, an extra CWD without arguments was
made. Also, the MKD contained an empty string.
Now the CWD will use / and MKDs will be issued starting from the root
directory.

Expands the existing FTP delete command test with coverage for deletion of
non-existing files (which returns a 550 status code).
Bugfix: when using passive mode of FTPS protocol, data channel events
should be polled when creating data connection channel, instead of polling
the event of ftp's self control channel, which may cause ftp transfer
problem while using ftps and passive mode.
This patch removes the so called local variables defined per
file basis for certain editors to properly show tab width, and
similar settings. These are mainly used by Vim and Emacs editors
yet with recent changes the once working definitions don't work
anymore in Vim without custom plugins or additional configuration.
Neither are these settings synced across the PHP code base.
A simpler and better approach is EditorConfig and fixing code
using some code style fixing tools in the future instead.
This patch also removes the so called modelines for Vim. Modelines
allow Vim editor specifically to set some editor configuration such as
syntax highlighting, indentation style and tab width to be set in the
first line or the last 5 lines per file basis. Since the php test
files have syntax highlighting already set in most editors properly and
EditorConfig takes care of the indentation settings, this patch removes
these as well for the Vim 6.0 and newer versions.
With the removal of local variables for certain editors such as
Emacs and Vim, the footer is also probably not needed anymore when
creating extensions using ext_skel.php script.
Additionally, Vim modelines for setting php syntax and some editor
settings has been removed from some *.phpt files. All these are
mostly not relevant for phpt files neither work properly in the
middle of the file.
