Christoph M. Becker a003af5b62 Add missing skip conditions 
mbstring can be built without mbregex support, in which case these
tests would fail.  Thus we add respective skip conditions.

Christoph M. Becker ee6900c3de Fix #72694: mb_ereg_search_setpos does not accept a string's last position 
Setting the search position immediately behind the last character should be
allowed, so we fix this off-by-one error.
