Nikita Popov 22ed362810 Revert "Fixed bug #76980" 
This reverts commit 35353dc49a.

This changes causes issues for Symfony, see
https://github.com/symfony/symfony/issues/32395. I'm reverting it
from PHP 7.2 and PHP 7.3 and only leaving it in PHP 7.4.

Nikita Popov 35353dc49a Fixed bug #76980 
If we perform a class fetch that is not marked as exception safe,
convert exceptions thrown by autoloaders into a fatal error.

Ideally fetching the interfaces would be exception safe, but as it
isn't right now, we must abort at this point.

Nikita Popov 8126599670 Drop dead abstract method check from zend_call_function() 
zend_is_callable() is responsible for doing these kinds of checks
already.

Aldro drop a piece of obsolete commented out code.

Mostly the callback name is only used to report an error. Try to
avoid calculating it if no error occurred.

Anatol Belski c698299550 Interned strings unification for TS/NTS 
Hereby, interned strings are supported in thread safe PHP. The patch
implements two types of interned strings

- interning per process, strings are not freed till process end
- interning per request, strings are freed at request end

There is no runtime interning.

With Opcache, all the permanent iterned strings are copied into SHM on
startup, additional copying into SHM might happen on demand.

Dmitry Stogov fac95658b3 Improved VM stack unwinding on exception. 
Now zend_throw_exception_hook() is going to be called only when exception is actually thrown and not going to be recalled for each unwinded finction.
