ed3811e781 Revert "Increase serialize_lock while decoding session" 
This reverts commit b8ef7c35ab.

See bug #79031. The semantics of serialize locking aren't quite
correct right now, and the use of the lock in this particular
place makes us hit the issue in a common case. I'm reverting this
commit for PHP 7.4 and will try to fix this properly for PHP 8,
as I believe it will require ABI breakage.

a555cc0b3d Clean DONE tags from tests 
Remove most of the `===DONE===` tags and its variations.
Keep `===DONE===` if the test output otherwise becomes empty.

Closes GH-4872.

033cafacbd Sync HAVE_HASH, HAVE_HASH_EXT, PHAR_HASH_OK symbols 
The hash extension is always available since PHP-7.4. The symbol
HAVE_HASH_EXT is kept for BC reasons and removed in PHP-8.0.

This patch also removes the PHAR_HASH_OK since it is no longer
relevant.

a31f46421d Allow exceptions in __toString() 
RFC: https://wiki.php.net/rfc/tostring_exceptions

And convert some object to string conversion related recoverable
fatal errors into Error exceptions.

Improve exception safety of internal code performing string
conversions.

Normalization include:
- Use dnl for everything that can be ommitted when configure is built in
  favor of the shell comment character # which is visible in the output.
- Line length normalized to 80 columns
- Dots for most of the one line sentences
- Macro definitions include similar pattern header comments now

2b28f71891 Use readdir() instead of readdir_r() 
readdir_r() is deprecated in modern glibc versions. readdir() is
thread safe in practice, as long as there are no concurrent accesses
on the *same* directory stream.
