0ea41bf2b1 MFH: 
When encountering a test that users GET/POST make run-tests.php
  use CGI sapi if it is avaliable.
  If CLI sapi is not avaliable print a clear error when make test
  is executed.

a078f6ecc6 Fixed ini argument parsing. We now support ini options with = in the argument, 
such as the one being used in session test #21, which is once again working
properly.
