This adds so_keepalive, tcp_keepidle, tcp_keepintvl and tcp_keepcnt
stream socket context options that are used to set their upper case
C macro variants by setsockopt function.
The test requires sockets extension and just tests that the values are
being set. This is because a real test would be slow and difficult to
show that those options really work due to how they work internally.

This is to allow disabling of SO_REUSEADDR that is enabled by default.
To achieve better compatibility on Windows SO_EXCLUSIVEADDRUSE is set
if so_reuseaddr is false.

Or on Windows it is going to use either FormatMessageW or strerror_s
for compatibility with previous error messages.
It also needs to accomodate for GNU and BSD versions of strerror_r
returning different type.

possible, but resort to casts otherwise.

Instead of the project macro, the sockaddr_storage and sockaddr.sa_len
can be checked with the AC_CHECK_TYPES and AC_CHECK_MEMBERS by including
the sys/socket.h. Some systems (~1988) didn't include the sys/types.h in
the socket.h (obsolete on current systems).
These macros by default define the HAVE_STRUCT_SOCKADDR_STORAGE and
HAVE_STRUCT_SOCKADDR_SA_LEN.

which emits the warning for (errno == EWOULDBLOCK || errno == EAGAIN)
which is the correct way of handling errors as the value of EWOULDBLOCK
and EAGAIN is implementation defined.
Therefore introduce a new macro function PHP_IS_TRANSIENT_ERROR()
which handles the case when EWOULDBLOCK and EAGAIN are identical.

This patch removes the so called local variables defined per
file basis for certain editors to properly show tab width, and
similar settings. These are mainly used by Vim and Emacs editors
yet with recent changes the once working definitions don't work
anymore in Vim without custom plugins or additional configuration.
Neither are these settings synced across the PHP code base.
A simpler and better approach is EditorConfig and fixing code
using some code style fixing tools in the future instead.
This patch also removes the so called modelines for Vim. Modelines
allow Vim editor specifically to set some editor configuration such as
syntax highlighting, indentation style and tab width to be set in the
first line or the last 5 lines per file basis. Since the php test
files have syntax highlighting already set in most editors properly and
EditorConfig takes care of the indentation settings, this patch removes
these as well for the Vim 6.0 and newer versions.
With the removal of local variables for certain editors such as
Emacs and Vim, the footer is also probably not needed anymore when
creating extensions using ext_skel.php script.
Additionally, Vim modelines for setting php syntax and some editor
settings has been removed from some *.phpt files. All these are
mostly not relevant for phpt files neither work properly in the
middle of the file.
The `<stddef.h>` header file is part of the standard C89 headers [1] and
on current systems there is no need for a manual check if header is
present.
Since PHP requires at least C89 the `HAVE_STDDEF_H` symbol isn't defined
by Autoconf anywhere else anymore [2] and accross the PHP source code
the header is included unconditionally already.
This patch syncs this also for the bundled libmbfl which is maintaned as
a fork in php-src.

The $Id$ keywords were used in Subversion where they can be substituted
with filename, last revision number change, last changed date, and last
user who changed it.
In Git this functionality is different and can be done with Git attribute
ident. These need to be defined manually for each file in the
.gitattributes file and are afterwards replaced with 40-character
hexadecimal blob object name which is based only on the particular file
contents.
This patch simplifies handling of $Id$ keywords by removing them since
they are not used anymore.
musl libc is complaining when <sys/poll.h> is used instead of <poll.h>
so change this.
This issue was reported for OpenWrt/LEDE where musl libc is the standard
C library instead of e.g. glibc, see the following link for the original PR:
