Christoph M. Becker 0da1138ceb Update CI workflow ...

We update all actions to latest releases, and extend the matrix with
PHP 8.2 and 8.3.

We also remove a left-over debug step, and simplify the test arguments
to have better results for PHP >= 8.2.
