Christophe Coevoet a44e87c0c6 Update the min version of curl required by PHP 
PHP 7.3 and 8.0 increased the min version of curl.

Closes GH-1221.

Torben Wilson af4410a7e1 Normalized the sgml-default-dtd-file local-variable line for those 
still using this, after discussion on the phpdoc list.
From now on, manual.ced will need to be found at ~/.phpdoc/manual.ced.

Hannes Magnusson f742cb18ba MFB: Upgrade to the new-reference-structure 
- Moved the intro from reference.xml to book.xml
    - Change the intro ID to intro.<extname>
    - Moved examples into its own chapter
    - Moved the setup sections to setup.xml
    - Changed the constants section to be <appendix>
