Gina Peter Banyard cb7c0c0654 Use modern markup for E_* constants (#4056) 
- Indicate that E_STRICT is deprecated as of PHP 8.4.0
- explain the case where E_RECOVERABLE_ERROR can happen
- E_USER_ERROR should not be used any more.
- Rewording which removes personalization

Remove IDs from error constants on the core constants page.
Standardize constant IDs on the error handling constant page.

George Peter Banyard b824e2b108 Remove PHP 4 and 5.0.0 mentions.

Torben Wilson af4410a7e1 Normalized the sgml-default-dtd-file local-variable line for those 
still using this, after discussion on the phpdoc list.
From now on, manual.ced will need to be found at ~/.phpdoc/manual.ced.

Philip Olson d522d135a1 Removed PHP 3 information from the manual. Goodbye PHP 3, thanks for all the memories! 
This commit covers many files.
The CVS file phpweb/manual/php3.php will exist to store [most of] this info.

- Moved from reference.xml to book.xml:
   - The intro text (partintro)
 - Moved from reference.xml to setup.xml:
   - The requirements, installation, and other setup entities
 - Changed constants.xml and examples.xml to be appendices
 - Changed the intro ID from <extname>.intro to intro.<extname>
