Setup static analysis with Psalm. For now, we are using the most lenient level.

Also, this moves PHPStan to Github Actions.

I'm targeting 2.7 because I think CI pipelines should not differ too much between branches, otherwise it can be confusing.

Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
